National Cash Transfer Office under the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, Federal Republic of Nigeria is the intervention arm of the National Social Safety Nets Project (NASSP) which facilitate cash transfers and capacity building of beneficiaries
Activities
NCTO carries out a number of activities in the communities, including cash transfers, sensitization, capacity building and grievance redress
Poor and Vulnerable
The programme is focused on responding to deficiencies in capacity and lack of investment in human capital, especially amongst our poorest citizens. Beneficiaries of the programme are mined from the National Social Register (NSR), comprising State Social Registers (SR) of poor and vulnerable households.
Cash Transfers
From Conditional Cash Transfers to Top-up cash transfers and livelihood, NCTO offers various cash transfer windows to poor and vulnerable households.
National Cash Transfer Household Uplifting Program Registration
The Nigerian federal government is giving money/cash to the low-income earners. The money is under the Rapid Response Register (RRR) and beneficiaries will receive the stipend for six months.
The target beneficiaries are “self-employed”, “wage employed” and “urban poor.”
100,000 Beneficiaries for National Cash Transfer Household Uplifting Program Registration First Phase
The ministry of humanitarian affairs, using “cutting-edge” technology, had undertaken a pilot scheme where over 100,000 beneficiaries in Lagos and the federal capital territory (FCT) were captured.
Over 300,000 beneficiaries are said to have received the aforementioned sum the moment the scheme was launched.

Rapid Response Register (RRR) Registration
The RRR is designed to focus mainly on the urban poor wards selected using scientifically validated methods of satellite remote sensing technology, machine learning algorithm and big data analysis.
“This social protection method of targeting is the first strategy to be developed and tested in the Sub-Saharan Africa region and Nigeria will be the first country for its implementation.
Financial inclusion policy under the Enhancing Financial Innovation and Access programme (EFInA) can be achieved with RRR.
